The Capstone document establishes a Universal Logistics Standard for conducting emergency logistics preparedness, and response and recovery operations that can be adopted throughout the NY-NJ-CT-PA Region and exported beyond its borders. The Capstone document serves as a common point of reference for any Emergency Response Official who supports logistics operations either within or outside the Region.
